Prior to Citizens United, Super PACs (which can accept unlimited funds from billionaires and corporations) spent $69 million to influence the 2006 mid-terms. After Citizens United, the same type of big money groups spent more than a billion to influence the 2018 mid-terms. Giving by regular PACs (which accept no more than $5000 from individuals) has gone up only slightly.
