The man at the center of a fraud investigation into illegal vote harvesting in North Carolina's 9th district congressional election has refused to testify at a hearing investigating the matter. His step-daughter, however, described how he made copies of absentee ballot request forms and had specific criteria for matching pen colors, where to mail ballots from, how many to mail at a time and even how to place stamps to avoid setting off alarms.

The local elections board will decide soon on whether to hold a new election given the improprieties and the narrow margin of the outcome.
