There are certain human traits that are influenced by genetics. But, I think bigotry and racism are relatively modern social construct, perhaps largely due to the wrong ideas of some 19th century European scientists and thinkers. Humans might have certain degree of xenophobia which could fade away when exposed to different cultures, but humans are not innately racist. Home sapiens even had sex , and perhaps romantic affairs, with Neanderthals, a different homo-subspecies. Therefore, I believe human mind is tabula rasa when racism is concerned.

I think ideologically indoctrinated humans may not be necessarily ignorant. They behave socially according to herd mentality, while in information age, knowledge is easily accessible. But, I admit that an indoctrinated human is able to cause evil.

If not evil in and of itself, it certainly a precursor to evil. Willful ignorance on the part of a segment of a population will invariably lead to evil. It is fertile ground for discrimination, racism, bigotry and extremism to flourish. Those things are always evil.
