Paul Ryan: You Cannot End The 14th Amendment Via Executive Order

President Donald Trump does not have the authority to end birthright citizenship by way of executive order, House Speaker Paul Ryan said on Tuesday.

Politico reportedthat Ryan spoke to the issue after Trump said during an interview with Axios that he believes he can discontinue the constitutional guarantee of citizenship to babies born in the U.S. to noncitizen parents.

> “Well, you obviously cannot do that,” Ryan told Kentucky talk radio station WVLK. “You cannot end birthright citizenship with an executive order.”


> “You know, as a conservative, I’m a believer in following the plain text of the Constitution, and I think in this case the 14th Amendment is pretty clear, and that would involve a very, very lengthy constitutional process. But where we obviously totally agree with the president is getting at the root issue here, which is unchecked illegal immigration.”

Ryan reportedly went so far as to recall how Republicans opposed former President Barack Obama’s attempt to fashion immigration policy using executive orders, saying the same basis for objection would apply to Trump in this situation.
