The Trump administration intended to traumatize migrant families as a deterrent to immigration, a memo now shows.

In January 2019, Sen. Jeff Merkley released a draft memo from December 2017 showing that the Trump Administration had planned to knowingly separate children from their parents at the border to create a crisis. According to Common Dreams the document was received from a government whistleblower and was originally shared amongst high-ranking members of the Department of Homeland Security and the Justice Department.

While appearing on MSNBC to discuss the draft plan, Merkley touched on how the discovery of the document shows planned policy to separate children from their families. During the summer when reports came out about the separations, White House officials continuously denied that a written policy ever existed.

“In June, Department of Homeland Security (DHS) Secretary Kirstjen Nielsen said the administration did "not have a policy of separating families at the border" but was simply enforcing existing law. The authors noted that the "increase in prosecutions would be reported by the media and it would have a substantial deterrent effect." -NBC News
