In election campaigns taxes are highlighted as a major issue, and in government budgets they make duties a big headline issue... but the effect on any single individual is very small. So my question is, why do they make it such a big part of their campaigns, which after all are targeting individual voters?

Well it's the thing that will most directly affect most voters. Not evetyone cares about rights or immigration, but most people pay taxes.
